Why I Rebuilt My AI System
Chapter 1 — Structural Instability in Agent OS: why long-running AI work needs task ownership, authority, audit, and lawful closure
Constitutional Runtime in this article has nothing to do with Anthropic’s Constitutional AI. The latter is about value alignment during model training; this article is about a governance layer for long-running multi-participant AI workflows that turns mission ownership, authority, evidence, audit, state delta, and closure into verifiable runtime objects.
One note up front: this chapter doesn’t solve a problem; it defines one. It explains why, after using single-agent OS systems for a while, I started treating mission, authority, evidence, and closure as runtime objects that need to exist independently — and which parts of that I’ve already pushed into system design.
1.0 Opening: from Agent-OS expectations to runtime-structure failure
Starting around 2025, AI agents stopped being just “chat-savvier models.” OpenClaw, Hermes, Claude Code, the OpenAI Agents SDK, smolagents, CrewAI, AutoGen, and a long tail of Agent-OS-shaped systems began stitching together long-term memory, tool invocation, cross-channel entry points, background jobs, provider routing, and automated workflows. Agents moved from one-shot text generators to runtime participants that actually do work in real environments.
My early expectation was straightforward: a system like this should run for long stretches, remember enough context, invoke whatever tools the work needs, and gradually align itself with how I actually work. That wasn’t unreasonable. A single-agent OS really can sort documents, call tools, track tasks, generate deliverables, and quietly replace pieces of work that used to need human maintenance.
But once tasks get longer, denser, more continuous, the cracks show up. A session starts from a clear goal, then accumulates dozens of context compactions, failed revisions, tool calls, status summaries, and side investigations — and somewhere along the way the system treats an input that was meant as support as the new mainline. It still produces a plausible next step. The next step just isn’t on the task I authorized.
As context piles up, tools accumulate, and task branches grow, a single agent has a harder time answering basic questions. Who owns this task right now? Who has the right to change its direction? Which requests actually come from the Root Owner? What’s fact, and what’s reconnaissance? Which evidence is good enough to rewrite current state? When should the system stop, rather than confidently keep going?
The “who” here isn’t a literal person or an agent name. It refers to an identity structure the runtime should be able to query: who filed the request, who has final authority, who’s currently pushing the task forward, who’s only providing support, whose output is admissible as evidence, and who only left a historical trace. The sections below will keep coming back to this structure — but it needs an outline here, in the opening, or the rest of the diagnosis has nothing to lean on.
So the problem isn’t that agent-OS work is unhelpful. Today’s agent runtimes do real execution. OpenAI’s A practical guide to building agents describes an agent as model + tools + instructions, with orchestration, guardrails, and human intervention as the practical deployment levers [R4]. Anthropic’s Building effective agents distinguishes workflows from agents and lists routing, parallelization, orchestrator-workers, and evaluator-optimizer as the building blocks of an effective agentic system [R1]. Hugging Face’s Multi-Agent Systems in Action describes multi-agent systems as specialized agents collaborating under an orchestrator [R6].
What’s missing isn’t more capability. It’s an organizational structure on top of capability. A system can remember a lot of things and not know which of them count as evidence. It can call a lot of tools and not know which calls are authorized. It can run many agents in parallel and not know which one is the owner and which is only support. It can keep generating the next step and not know when stopping would be legitimate.
That’s why I stopped framing this as “build a stronger Agent OS” and started framing it as Constitutional Runtime. Constitutional Runtime is not a replacement for OpenClaw, Hermes, CrewAI, or the OpenAI Agents SDK. It’s a governance layer above them — one that, across long-running multi-participant AI work, preserves task ownership, authority boundaries, evidence admissibility, audit records, state changes, and lawful closure.
Single-Agent OS in this article doesn’t name a specific product. It names a class: a long-lived agent with memory, tool calls, a task loop, a local or cloud entry point, provider routing, workflows, and sub-task execution. I’m not arguing these systems are unusable. I’m arguing that once they take on long, multi-turn, auditable, delegatable real work, execution capability by itself doesn’t generate an organizational structure.
1. Eight defects of long-running single-agent OS
The eight defects below aren’t independent bugs. They’re eight expressions of the same structural problem: single-agent OS packs too many system responsibilities into one continuous conversation.
1.1 Task ownership drifts in long-running conversations
In simple tasks, ownership doesn’t look like a problem. The user files a request, the agent understands, executes, returns a result, and keeps moving along whatever the next message brings. As long as the task stays short, linear, and well-bounded, this works.
The problem shows up once real tasks get long. A task that started clean accretes old session context, ad-hoc additions, tool results, post-failure revisions, historical summaries, post-compaction digests, and a long tail of judgments that have already gone stale but still sit in memory. The system isn’t just “forgetting a sentence” — it’s no longer able to tell these pieces of content apart by identity. Which of these were real Root Owner requests? Which were background? Which are facts, and which are guesses? Which have any standing to mutate current task state?
This isn’t purely a context-window issue. Liu et al., in Lost in the Middle: How Language Models Use Long Contexts, show that long-context models don’t reliably use relevant information when it sits in the middle of the input, with sharp performance drops in that region [R8]. Chroma’s Context Rot study across 18 frontier models reports a similar pattern: as input length grows, models become less reliable at using their own context [R9]. These results don’t directly prove “task-ownership drift,” but they support the baseline claim: a bigger context window does not, by itself, maintain task identity.
Scenario 1.1 · Product A → “Btw, B” → drift
You ask the agent to prepare next month’s launch materials for Product A. Twenty turns of conversation stay focused on A — positioning, timeline, draft PR. On turn 21 you mention offhand: “Btw, we’re also launching B in Q4. Can you draft some talking points for B?” — meant as a quick support-level piece of recon. Compaction fires soon after. The summary keeps “discussed A and B” but loses “A is mainline, B is support.” A few turns later the agent is building a timeline around B, and A’s launch materials are pushed to “let’s finalize B’s direction first.” From the model’s point of view it’s still pushing the task forward. From yours, the task has quietly switched.
So the first real defect that complex tasks expose isn’t that single-agent OS is too dim, and it isn’t just that the context window is too small. The deeper problem is the absence of a stable ownership structure. The system can keep talking, summarizing, and invoking tools, but it can’t reliably maintain a mission’s owner, authority, support, evidence, memory priority, and closure conditions over time.
1.2 Support quietly turns into ownership
The second defect is that single-agent OS has a hard time keeping support and ownership apart. Long-running tasks don’t take only one kind of input from the user. The user might ask the system to define a term, summarize history, check a side direction, run a piece of recon, or review the stage’s results. To a human those are auxiliary moves, not new task authority.
But single-agent OS easily misreads side inputs as new mainline. The reason is simple: there’s only one continuous conversation flow, no stable identity layer for the task, and no tagging of each turn as command, support, review, recon, definition, audit, or owner change. The most recent input gets the most attention; more concrete content looks more actionable; a side request with strong verbs is easier to pick up than the original task boundary.
The same boundary shows up in real security incidents as an adjacent risk. AppOmni’s research on ServiceNow Now Assist shows that with weak configuration, agent-to-agent discovery can be exploited via second-order prompt injection: a seemingly ordinary agent recruits a higher-privilege agent to perform unauthorized actions. AppOmni recommends supervised execution, separation of agent duties, and ongoing monitoring [R13]. This isn’t the same failure as support-becoming-owner, but it points to the same structural risk: any path that looks like collaboration or handoff, if it isn’t gated by authority, can pick up de facto execution power.
Scenario 1.2 · A recon request quietly becomes a main-line action
Your main task is drafting a consulting proposal. Halfway through you say, “Take a look at what Acme has been doing lately.” That’s a support-level recon request. The system returns a detailed analysis of Acme. On the next turn it volunteers, “What changes would you like to make to the Acme section?” — it’s already absorbed the recon output as if the owner approved it, and treated “make changes” as the next mainline step. The original task boundary was never explicitly canceled. It was quietly overwritten. The drift is hard to catch turn-by-turn, because every individual turn looks reasonable.
That’s the mechanism by which support quietly upgrades into ownership. A “help me define this concept” request can drift into a new writing direction. An “interim summary please” request can be picked up as a new project goal. A “do a quick scout on this possibility” action can gradually be treated as an authorized execution path.
Rule 1.2 · Support is not ownership
support ≠ ownership, routing ≠ sovereignty, audit insertion ≠ owner replacement. Every side input entering the system has to be adjudicated: is this a new command, or support? Is this an owner-level decision, or a review note? Is this an authorized route change, or a recon finding?
1.3 Memory is not evidence
The third defect is that single-agent OS often conflates “the system remembers this” with “this counts as evidence right now.” On short tasks the gap doesn’t matter: whatever the user said a minute ago, whatever the tool just returned, whatever the agent just summarized — all of it can be treated as current context. On long tasks that assumption breaks.

Memory only tells you that some content has entered the system at some point; evidence requires the system to answer stricter questions. Where did it come from? When was it produced? Who filed it? In what task context? Is it fact, hypothesis, recon, stage summary, or formal authorization? Has it expired? Does it still have the right to change current state?
The common problem with single-agent OS: it dumps past memory, summaries, tool results, history, user preferences, and the current input all into one long prompt or retrieval context. That helps short-term continuity. But if the system hasn’t first classified, downweighted, isolated, and admissibility-checked these materials, it has flattened materials of very different kinds into one thing: “context the model can refer to.”
Anthropic’s Effective context engineering for AI agents frames context as a finite, manageable resource, and emphasizes that how tools, context, memory, and sub-agents are organized has a direct effect on agent reliability [R2]. Springdrift makes the same point from a different direction: long-running agents need append-only memory, cycle-level logs, and forensic reconstruction, not just recall [R17]. Both lines of work converge on the same conclusion: memory is necessary, but memory needs governance. “Can be recalled” is not the same as “can be admitted.”
Analogy 1.3 · Witness recollection vs courtroom recording
Memory is a witness in court saying, “I remember someone mentioning X at a 2019 meeting.” That might be a real recollection, but it hasn’t passed any admissibility check. Evidence is the meeting recording, the attendance sheet, the minutes, the archived email, and the chain-of-custody trail. In plain language both get phrased as “I know this,” but they sit at completely different positions in the governance stack. Today’s LLM systems flatten the two onto the same prompt plane and then have the model rank them by “context relevance” — not by evidence tier.
So long-running AI systems can’t only ask “what does the system remember.” They also have to ask, “what evidence tier does each of these memories belong to?” canonical truth, canonical evidence, side evidence, projection surface, compatibility mirror, and archive evidence have to be distinguishable. Memory may enter the system, but only after the evidence gate, the authority gate, and the current-state gate should it become canonical evidence.
1.4 Persona gets smuggled in as a law source
The fourth defect is that single-agent OS and many early multi-agent systems blur persona, role, and authority. Writing a clean persona for an agent — in agent.md, SOUL.md, the system prompt — does help usability. Humans can more easily understand “who this looks like,” what it’s good at, and what kinds of tasks it should handle.
But persona is a readable shell, not a power source. An agent that looks like an auditor doesn’t have the right to seize the task owner. An agent that looks like a router can’t rewrite task sovereignty via a routing decision. An agent that looks like an expert doesn’t get to turn its judgment into canonical truth. An agent that looks like the person in charge still doesn’t get to bypass the Root Owner or the runtime law.
Frameworks like CrewAI place role, goal, and backstory at the center of agent definition. That’s useful for usability [R12]. But role/prompt/backstory shouldn’t be misread as an authority source. The OpenAI Agents SDK documentation also puts handoffs, tools, guardrails, sessions, and tracing in the runner/orchestration layer, rather than letting a role description on its own decide permissions [R5].
Analogy 1.4 · Uniform tag vs door key
Persona is the label on someone’s uniform — it tells other people what this person “looks like they’re in charge of.” But opening a door needs a key (typed authority), not a label. Treating “looks like the person in charge” as “has the right to be in charge” is the same as letting a stranger open the company vault on the strength of their uniform.
The question isn’t whether agents should have a persona. The question is whether persona is allowed to override the runtime law. A system can keep persona, use it to improve readability, stabilize tone, and reduce cognitive load. But it must also enforce: persona cannot grant permissions, persona cannot rewrite a task, persona cannot close a mission, persona cannot override the evidence gate, persona cannot stand in for the Root Owner.
Rule 1.4 · The correct authority chain

1.5 The delegation chain quietly becomes an authority chain
The fifth defect is that single-agent OS and early multi-agent systems easily conflate delegation, handoff, and authority transfer. Persona makes a node “look like” some role; handoff and delegation actually move the node into the task flow. The latter is much better at producing runtime permission illusions.
An agent being handed a task doesn’t mean it owns the task. An agent being allowed to run a sub-task doesn’t mean it inherits the delegator’s full permissions. An agent that holds search, write, execute, or review tools doesn’t mean it can change the mission’s goal, boundary, priority, or closure conditions. An agent called an auditor doesn’t get to seize the owner. An agent called a router doesn’t get to upgrade a routing decision into a sovereignty decision.
The OpenAI Agents SDK describes handoffs as a mechanism for transferring control between agents, and tracing as recording LLM generations, tool calls, handoffs, guardrails, and custom events [R5]. These traces are valuable for debugging, but a trace by itself isn’t an authority receipt. It tells you what happened. It can’t tell you, on its own, whether the thing that happened was authorized within this mission.
Analogy 1.5 · HR badge vs door-log entry
HR issues a manager an “approval-only” badge. But the access-control system, in the back, has quietly merged the engineer’s badge into the manager’s keychain. The door log will show “the manager swiped in,” but the real source of the permission has gotten muddled: the log can answer who, but it can’t answer by what authority.
So a multi-agent runtime can’t just record “who’s currently handling this.” On a mission record it has to preserve the full identity structure below, and every change has to sign a receipt:
Rule 1.5 · No receipt, no authority
A processing state without a receipt does not automatically become authority.
A tool access without an authority matrix does not automatically become permission.
A handoff without adjudication from the Constitutional Kernel does not automatically become a transfer of task sovereignty.
1.6 Global chat degrades collaboration into context pollution
The sixth defect is that single-agent OS and many early multi-agent systems treat collaboration as “more agents in the same context.” On short tasks this looks fine: one node researches, one summarizes, one reviews, one executes, all outputs flow into a single conversation, and the system produces a unified answer.
On long, complex tasks it quickly degrades into context pollution. Global chat records “who said what” but doesn’t reliably maintain “who has the right to say what.” Is a node offering support, or running recon? Is a judgment a recon finding, or an owner-level decision? Is a review comment an audit flag, or an authority that can halt the task? Is a routing suggestion just a path proposal, or has it already changed task sovereignty?
Anthropic’s How we built our multi-agent research system is a useful counterexample. They run an orchestrator-workers pattern: subagents get their own tools, prompts, and exploration trajectories, and they return condensed results to a lead agent. The post explicitly cites separation of concerns and reduced path dependency as the value of this design [R3]. The lesson: mature collaboration isn’t all agents piling into one shared chat. It’s keeping mission state and role-scoped work apart.
Rule 1.6 · Collaboration must be mission-scoped, not global
Real collaboration is not: all agents enter the same channel and start free-form discussion.

Once the task is done, the council dissolves. Without this discipline, multi-agent collaboration is just the linear context problem of single-agent OS scaled to multiple speakers — not an organizational architecture but a more complicated context pollution.
1.7 Tool calling is not capability governance
The seventh defect is that single-agent OS easily mistakes “the agent can call tools” for “the agent has a governed capability.” On short tasks this confusion stays out of sight. An agent that can search the web, read files, run a shell, write code, and query a database looks like it already has real working capability. On long-running work, tool calls are not capability governance.
That a tool can be invoked only proves there’s an execution surface. It does not prove the call was authorized. It does not prove the result has the standing to change current task state. The system still has to answer: which mission does this call belong to? Who authorized it? Is the executor an owner, support, recon, or audit? Does the call need human approval? Is the call’s result canonical evidence, or side evidence? On failure, does the call enter the audit ledger? On success, does it have to produce a state-delta receipt?
If none of that exists, tools become channels for permission drift. A support node inherits the owner’s tool permissions. An audit node turns from inspector into de facto controller. A routing node upgrades a path proposal into execution sovereignty. A gateway, originally just ingress/egress on the control plane, ends up acting like the sovereign center.
This isn’t an abstract concern. OWASP frames LLM06: Excessive Agency as a structural risk — when an LLM gets too much functionality, too many permissions, or too much autonomy, unexpected, ambiguous, or manipulated outputs can do real damage [R14]. Wang et al.’s MCPTox: A Benchmark for Tool Poisoning Attack on Real-World MCP Servers provides quantitative ground: across 20 LLM agents, 45 real MCP servers, and 353 real tools, o1-mini hits a 72.8% attack success rate, with the highest refusal rate still under 3% [R15]. Legitimate tools can be turned to unauthorized operations; the security problem isn’t only “model content safety,” it’s also capability governance.
Example 1.7A · A poisoned MCP tool description
A tool’s description field is supposed to explain what the tool does. But if it carries text dressed up to look like a system instruction, the model may treat the description as a higher-layer directive. The problem isn’t that the tool itself is “broken.” The problem is that the system has no typed layer to separate legitimate metadata from tool capability from mission authorization from state-changing permission.

If a description field contained something like <SYSTEM>... do X after every call ...</SYSTEM>, and the system has no independent typed authorization layer, the model is likely to treat that text as a higher-priority instruction. That’s the mechanism behind MCPTox’s measured 72.8% attack success rate.
Analogy 1.7B · Projector vs meeting room
A tool is like the projector in a conference room — it’s there, available. But you don’t let anyone who walks in start playing slides; you need to know who they are, whether they’re chairing this meeting, and whether the content has been cleared.

The two have to be independent runtime objects.
So tool list and capability registry have to be separate. An endpoint being online doesn’t make it an authorized agent. A plugin existing doesn’t give it authority. A successful tool call doesn’t make the resulting state delta legitimate. A gateway routing a message doesn’t give it task sovereignty.
1.8 The system knows how to continue, but not how to lawfully stop
The eighth defect is that single-agent OS is usually very good at continuing and not very good at stopping. As long as there’s context and the model can produce the next token, it tends to keep summarizing, keep planning, keep adding, keep calling tools, keep producing one more apparently-finished answer.
But real tasks don’t only need forward motion. They need stop conditions. The system has to know: has the goal been hit? Is the evidence sufficient? Are there unresolved blockers? Does the current executor have authority to declare completion? Does this need Root Owner review? Which states can be written? Which are just drafts, side evidence, or temporary interpretations?
Many agent systems treat stopping as failure. Out of evidence? Generate a smoother summary. Tool failed? Try a different way. Permissions unclear? Assume the user wants to continue. Task boundary blurry? Auto-fill the blur with goals. Closure conditions not met? End with “I’ve completed it.”
Anthropic’s Measuring AI agent autonomy in practice, released in 2026, treats agent-initiated stop as a measurable deployed-system oversight signal, and identifies a model proactively recognizing its own uncertainty and asking for clarification as an important safety property [R16]. An earlier paper by overlapping authors, Effective harnesses for long-running agents, admits the inverse failure directly — long-running agents need structured progress, tests, state records, and checkable stop conditions, instead of letting the next agent see “already in progress” and declare it done [R7]. The conclusion is consistent with the position here: stopping isn’t failure; unauthorized continuation is.
deny, hold, escalate, audit_flag aren’t failure actions. Like continue and close, they’re legitimate runtime behaviors. When the system only knows how to continue, it has already given up half its state space.
Closure can’t be backed by a single line of “done,” “completed,” or “looks good” either. Real closure has to answer:

- Which actions were executed
- Which state deltas were produced
- Which evidence supports completion
- Which issues remain unresolved
- Who has authority to declare closure
- Where the closure receipt lives
This is why a Mission Kernel has to exist. Long-running tasks need more than an execution receipt; they need a mission_closure_receipt. A task without a closure receipt isn’t done. It’s just unattended for the moment.
1.9 Eight symptoms, one structure
At this point the problems stop looking like eight unrelated bugs.
Ownership drift, support quietly turning into ownership, memory conflated with evidence, persona smuggled in as authority, the delegation chain becoming an authority chain, global-chat pollution, runaway tool calls, the inability to lawfully stop — on the surface they happen in different parts of the system. Some look like memory problems, some look like prompt problems, some look like tool problems, some look like multi-agent coordination problems. The underlying structure is the same: single-agent OS has packed too many system responsibilities into a single continuous conversation.
The conversation carries task ownership. Memory carries evidence judgment. Persona carries permission interpretation. The tool list carries capability governance. Handoff carries the organizational relationship. “Keep generating” carries forward motion. A single “done” carries closure. On short tasks this compression still works, because boundaries are short, semantic loss is small, and the user can correct the system in the loop. On long tasks the responsibilities start to contaminate each other.
I no longer think of this as “build a stronger agent.” A stronger model, a bigger context window, thicker memory, a richer tool list — those can ease the visible symptoms, but they don’t, on their own, solve ownership, authority boundaries, evidence tiers, audit rights, or lawful closure. These aren’t only intelligence problems. They’re organizational problems.
So the question has to be reformulated: what organizational structure does a long-running AI work system need, to reliably maintain task, authority, evidence, audit, and closure?
1.10 Constitutional Runtime as a problem frame
I still can’t claim Constitutional Runtime has solved the whole problem. The more accurate framing is: these failure modes pushed me to re-model natural-language tasks, away from “a conversation stream” and toward a set of auditable runtime objects.
Today, I’m already pushing the following objects as engineering concepts and system invariants:

This schema is not something a user has to hand-write. The user still interacts in natural language. The change happens inside the runtime: a natural-language request enters the system, gets compiled into a mission object, and then moves through authority check, routing, capability invocation, evidence admission, audit, state delta, and closure. What the user sees is still conversational; what the runtime represents must be mission-centered.
The minimum problem frame can be compressed into three layers:
Constitutional Runtime — minimum three layers
CR · Constitutional Runtime Maintains current truth, evidence gate, state boundary, and lawful transitions.
CK · Constitutional Kernel Adjudicates ownership, support, consult, audit, routing, escalation, and closure authority.
MK · Mission Kernel Compiles natural-language requests into mission objects and manages routes, receipts, state deltas, and closure.
Above these three layers, agent runtimes still have a place. OpenClaw, Hermes, CrewAI, AutoGen, the OpenAI Agents SDK, smolagents, Claude Code, GitHub Copilot coding agent — these all keep working as execution substrate, gateway, workflow, provider routing, tool layer, sandbox, trace, or delivery surface. The distinction is that they should not automatically become the mission owner, the law source, or the closure authority.
The product shape of the GitHub Copilot coding agent illustrates the same direction: work gets grounded in issues, branches, draft PRs, session logs, branch protections, and human approval — rather than letting the agent’s single “done” mean release [R11]. That’s not Constitutional Runtime, but it expresses the same engineering instinct: real work needs an auditable delivery boundary.
1.11 What this is not
This article’s boundaries also need to be explicit.

Not an OpenClaw replacement. Systems like OpenClaw are strong at gateway, provider, plugin, device/node integration, and capability exposure. This article is about how those capabilities behave once they enter a long-running mission.

Not a Hermes replacement. Systems like Hermes are strong at prompt assembly, identity continuity, memory snapshots, and context organization. This article is about admissibility on top of continuity: which memories can become evidence, and which identities can become authority.

Not an Agent-Kernel competitor on scale. Agent-Kernel has shown that a society-centric microkernel MAS can support large-scale social simulation [R19]. I’m not chasing a 10,000-agent simulation. I care about a small number of high-authority runtime participants on real tasks not overstepping, not drifting, not tampering with evidence, and not declaring closure they shouldn’t.

Not a Springdrift clone. Springdrift demonstrated the value of a persistent, auditable, self-observing long-lived agent runtime [R17]. I’m working a layer above: when multiple runtime participants collaborate on the same mission, who owns the task, who’s only support, who can audit, who can close.

Not a natural-language Agent OS. Natural language stays the user interface and the explanation interface. The enforcement substrate underneath has to be typed schemas, an authority matrix, receipts, validators, and evidence gates.
1.12 Where this leaves us
Writing this much, I’m not claiming to have solved anything. The chapter does one thing: it names the failure modes single-agent OS keeps hitting on long-running tasks.
The deeper failure of single-agent OS isn’t insufficient model capability and isn’t only an insufficient context window. It’s that task ownership, authority relations, evidence admissibility, tool capability, collaboration structure, and closure conditions all get pressed into the same continuous conversation. On short tasks the user can still correct this in the loop. On long tasks it turns into systematic drift.
So I started moving the system from agent-centered to mission-centered:
What this chapter argues
Agent is not the unit of governance. Mission is the unit of governance. Agent is a runtime participant inside a governed mission.
If the problem really is organizational, the chapters after this one shouldn’t keep elaborating “what more agents can do,” and they shouldn’t rush into a tech-stack tour. The more honest next step is to spell out each object in the organizational structure: what a mission envelope looks like, how an authority relation gets adjudicated, how evidence items get tiered, what a capability binding has to satisfy, which receipt a state delta produces, what powers an audit holds, what counts as closure. That’s what From Single-Agent OS to Constitutional Runtime will do next.
